巴陵石化公司针对企业周边无序用水问题突出的严峻形势，与云溪区加强厂地协调，由政府主导、乡镇负责、企业参与、部门配合，对违规私拉乱接等无序用水行为进行坚决整治，促进规范用水，形成长效管理机制。9月上旬，厂地高层共同研究，成立整治无序用水工作领导小组，制定整治方案，互动落实。
